Your question is too broad to be answered with simple yes or no.
We both are working with it every day in our 3D practice approximating curved lines, surfaces and volumes with straight segments and flat 2D/3D primitives.
That's as precise as I can get answering you ATM. :)

I am asking this because i was contacted by a WinDev user, but i have never done anything myself with FEM.

This seems to be a library used in solid state physics, particularly in the strength of materials domain, to calculate the physical parameters of various construction elements such as beams, consoles, poles, shafts, etc.
It is certainly not my piece of bread, sorry.
